Measurement of British tax legislation

The British Government wanted to reduce the administrative burden on business in a progressive and sustained manner. 
 

To help them achieve this goal Ramboll Management and KPMG were appointed by the British HM Revenue and Customs (HMRC) to conduct a measurement of the administrative burdens imposed on businesses in the UK due to tax legislation. HMRC's approach, as a taxing authority rather than a regulator, is to regulate only when necessary and to simplify or deregulate wherever possible so that burdens on customers are minimised.

Our role
Using the SCM-experiences made from measuring administrative burdens in Denmark, Sweden and Norway Ramboll Management was delivering training and methodological input to the project.

Result of the project
The findings of the measurement showed that the level of burden of tax administration in the UK is at the same level compared to other countries such as the Netherlands and Denmark. However, as a consequence of the measurement HRMC has now set targets to reduce administrative burden on businesses dealing with HMRC's forms and burden on businesses dealing with HMRC's audits and inspections.
